Organization

The highest authority of the Taiwan Responsible Care Association, or TRCA, is the general assembly, which entrusts the Board of Directors and Supervisors with policymaking, thus, the Chairman of the Board is the Chief Executive Officer of TRCA.

Committees

Responsible Care Implementation Committee

  • Advocating and promoting Responsible Care activities in Taiwan.
  • Promoting the chemical industry image, editing the TRCA website, communicating with key stakeholders, and initiating the outreach program.
  • Implementing 6 Codes of Management Practices.
  • Coordinates the regional and international Responsible Care activities.

Code Committee

  • Developing and reviewing Codes of Management Practices and providing training materials for member companies.
  • Responsible for the self-evaluation, HSE indicators performance reporting, and driving Management System Verification.

Transportation Safety Committee

  • Promoting chemical transportation safety management in Taiwan.
  • Promoting Road Safety & Quality Assessment System (RSQAS).

Regulatory Committee

  • Communicating the industry opinions about Safety, Health, Environment, and Sustainability relevant regulations with government agencies.
  • Responding to laws and regulations relating to the environment, health, safety, chemical management, Sustainability, and relevant issues both in Taiwan and abroad.
  • To reflect the adequate requests/opinions of the chemical industry in the regulations and laws and support the positive promotion of voluntary activities by member companies.

The missions of the Association are as follows:

  • Promoting, developing, and implementing Responsible Care in Taiwan,

  • Obtaining a long-term commitment from each member company to develop the Responsible Care programs and ensure such Responsible Care programs comply with the objectives of the International Council of Chemical Associations (ICCA),

  • Localizing the Responsible Care programs in line with the business and legal environments that affect the chemical industry of Taiwan,

  • Establishing and maintaining the channels for constructive dialogues with government agencies and communities in which they operate,

  • Collecting information regarding Responsible Care and supporting the member companies to establish and implement Responsible Care.

  • Establishing a mechanism for the member companies to exchange and share their practices, experiences, and approaches regarding the implementation of Responsible Care.

  • Assisting member companies to increase their understanding of safety, health, environmental protection, and sustainability issues.

  • Developing an audit and report system suitable for Taiwan to monitor the progress and performance of each member company in implementing Responsible Care.

  • Assisting the enterprises in establishing the strategies and procedures of the implementation of Responsible Care.

  • Developing local standards and procedures that meet the requirements of ICCA for the benefit of the member companies.
